Pursuant to ND Century Code Chapter § 54-59-11, “… The statewide information technology plan must be developed with emphasis on agency strategic goals, business objectives, and alignment to statewide information technology initiatives.”
NDIT/Statewide Information Technology Initiatives
- Rationalize applications
“Rationalizing applications” is the process of systematically reviewing an organization’s portfolio of software applications to determine which ones should be retained, refreshed, reviewed, or retired. Application rationalization includes cleaning up and optimizing the software portfolio, so the organization spends less, supports fewer redundant systems, and gains more value from its technology investments. Solutions that support multiple lines of business, or enterprise usage, are preferable to those that do not.
- Reduce technical debt
Reducing technical debt means taking deliberate actions to improve the quality, maintainability, and sustainability of technology systems by addressing shortcuts, outdated practices, or deficiencies that were introduced in the past. It also includes the act of replacing old technologies (e.g., mainframe-based systems) with modernized solutions.
- Leverage the ND Gateway
The ND Gateway is evolving from a single portal for North Dakota's businesses to the state's unified digital front door for all citizens. To support this unified vision and ensure modern, efficient service delivery:
-New Applications: All solutions will either reside or interface with the ND Gateway.
-Application Modernization: Applications being re-written must strongly consider development on the low-code technology that powers the ND Gateway.
- Maximize statewide IT security
Increasing the state's cybersecurity is always essential. By strengthening North Dakota's "whole-of-state" IT security posture, agencies safeguard public trust by protecting sensitive citizen data, critical infrastructure, and essential government services from cyber threats that could disrupt operations, compromise privacy, and erode confidence in government.
- Data modernization
Data modernization is the act of enhancing the state’s ability to deliver efficient, citizen-focused services, and to make informed policy decisions, by ensuring that data is treated as a strategic asset that is managed using modern, standardized, secure practices. A data modernization initiative is a coordinated, enterprise-level effort to transition from legacy data systems and practices to modern, scalable, and secure data platforms, tools, and governance models. The purpose of data modernization is to ensure that data is accessible, reliable, interoperable, and actionable across the enterprise, thereby supporting better decision-making, innovation, and service delivery.
Technology initiatives that align to these categories, and have strong business cases to support them, will be prioritized over those that do not.
Biennial CIO Report
NDCC § 54-35-15.2.(13) states that the Legislative IT Committee shall “Receive a report from the chief information officer before October first of each even-numbered year regarding proposed major information technology projects and other information technology issues for the next biennium.”
This information is reviewed during the committee meetings leading up to legislative session.

ND VIEW Portfolio Dashboard
The Major IT Project Dashboard displays the status of all major IT projects, updated with the most current data available, refreshed daily. It includes information regarding which strategies projects support. This dashboard is available to the public.
A more detailed Project Portfolio is available to state staff as part of the NDIT Dashboard.
Technology Roadmap
The Technology Roadmap is currently being developed. The roadmap will be updated at regular intervals, and it will display a current state-future state gap, with guidance on what technologies should be promoted, contained, or retired. The roadmap will be available to the public.
Application Inventory
The application inventory dashboard serves as a comprehensive catalogue of the various software applications used throughout state government. It provides insights into each application's purpose, usage, status, and whether the application should be retained, reviewed, refreshed, or retired. It helps visualize redundant or outdated applications while highlighting essential applications that require upgrades or maintenance.
