BISMARCK, ND (MARCH 31, 2022) - Dr. Shila Blend, director of the North Dakota Health Information Network (NDHIN), today announced NDHIN received the Centers for Medicare & Medicaid Services (CMS) Outcomes-Based Certification (OBC).

NDHIN has identified three components of their functionality (Clinical Data Exchange, Public Health Registries and Reporting, and Direct Secure Messaging) as outcomes with reporting metrics which CMS performed a comprehensive review and assessment of on July 20, 2021.  The certification recently became available to health information exchanges (HIE), such as NDHIN, to propose outcomes measures to show the value of HIEs to Medicaid operations and beneficiaries.  NDHIN is a network model, statewide HIE, providing value through a secure online network for electronic health information exchange, a robust patient data set, and an increasing number of connections among North Dakota hospitals, providers, and other related entities.

“This facilitation of information exchange empowers healthcare providers to improve the quality, safety, and efficiency of care,” Blend said.

NDHIN makes record sharing faster and easier for authorized clinicians.  The record-sharing methods are safe and confidential.  Protecting the privacy and security of health information is a top priority for NDHIN. It is a public/private partnership that resides within North Dakota’s Information Technology (NDIT) department. Over the past decade, North Dakota has taken the concept of a statewide HIE from the drawing board to a functioning exchange. With initial funding from state appropriations and a federal ONC grant, NDHIN began operations in 2010 and currently has more than 275 signed participation agreements, representing 400+ locations/points of care across the state. A network model, statewide HIE, NDHIN provides value through a secure online network for electronic health information exchange, a robust patient data set, and an increasing number of connections among North Dakota hospitals, providers, and other related entities.
